vue create 명령어 실행중 self signed certificate vue-cli self signed certificate in certificate chain
yarn config set "strict-ssl" false 명령어를 실행 한뒤 cmd 창을 닫고 다시 연다.
vue create "프로젝트명" 실행한다.
